We can get it after starting The Cradle of Monsters Quest. On the first three levels of the basement of Dr. Marrow’s laboratories you will find various places from which you can take Blank Paper:

Need more pieces of this item in your decorative items collection? No problem! Blank Paper can be taken multiple times, and the cooldown is 20 h. Unfortunately, the item can not be collected after completing the quest! The last chance to collect this item is between killing the boss and pulling the lever that gives us the mount along with the “Strangest Thing” achievement. After that, we will lose the possibility to collect the item and further attempts will end with a message: “The book can not be opened.”
